Comprehensive Economic Development Strategy (CEDS)

As the Economic Development Administration’s (EDA) designated Economic Development District (EDD) for the region, the Bay-Lake Regional Planning Commission is responsible for developing and updating the region’s Comprehensive Economic Development Strategy (CEDS) document. The CEDS is a locally-based, regionally-driven economic development planning process and document that works to identify the region's strengths and weaknesses and brings together a diverse set of partners to generate jobs, diversify the economy, and spur economic growth. 

The CEDS allows the region to maximize its economic development potential, as well as engage with the U.S. Economic Development Administration (EDA) and other federal partners to receive infrastructure and technical assistance grants, such as EDA’s Public Works and Economic Adjustment Assistance programs.  ‚ÄčThe CEDS is a pre-requisite for federal designation as an EDD and must be updated at least every five years.

The most recent Bay-Lake RPC CEDS document was approved in 2017 and will undergo a complete update in 2021-2022. Community project inventories are conducted annually.

Economic Development Advisory Committee

The Economic Development Advisory Committee (EDAC) was formed in 1979 when the Commission became an Economic Development District of the Economic Development Administration (EDA). The committee is comprised of Economic Development professionals who represent public, nonprofit, and private entities from throughout the eight county region, and is updated annually. The primary role of the EDAC is to participate in the CEDS planning process and oversee the development and implementation of the region's CEDS. Overall, an effective CEDS planning process identifies locally-grown strategies that will guide regional economic development, encourage partnerships and collaboration, and improve economic outcomes and overall quality of life in our region.
