Sheboygan MPO Public Participation Plan
In its role as Sheboygan MPO, the Bay-Lake Regional Planning Commission (BLRPC) is responsible for developing transportation plans and programs for the Sheboygan metropolitan planning area. As part of its responsibilities, the MPO is charged with providing a forum for cooperative transportation planning and decision making and establishing a public involvement process that ensures opportunities for early and continuing general public involvement in the review and evaluation of transportation plans and programs in the Sheboygan metropolitan planning area.
The purpose of this plan is to inform residents of the Sheboygan metropolitan planning area, members of the MPO Technical and Policy Advisory Committees, and public and private transportation providers about the public participation process used during the review and approval of MPO transportation planning documents. This plan specifically outlines the procedures to be used during the development of the Sheboygan Area Transportation Plan (SATP, the long-range transportation plan for the Sheboygan metropolitan planning area), the Transportation Improvement Program (TIP), and other plans and studies as appropriate.
2020 Public Participation Plan Update
The BLRPC adopted the 2020 update to the PPP for the Sheboygan MPO on September 11, 2020, after several months of review by the Sheboygan MPO Technical and Policy Advisory Committees and after a 30 day "consultation period" and a 45 day public comment period. This 2020 Public Participation Plan Update is intended to describe how BLRPC staff will, to the best of their ability, provide the opportunity for public input and understanding of transportation plans and programs to all residents of the Sheboygan metropolitan planning area, especially to those persons who have been historically underrepresented in the planning process. The 2020 Public Participation Plan Update also includes additional outreach to specific entities as required under recent Federal surface transportation legislation, particularly the "Fixing America's Surface Transportation" (FAST) Act.
