Comprehensive Economic Development Strategy
What is the CEDS?
The Comprehensive Economic Development Strategy (CEDS) document is a locally-based, regionally-driven economic development planning process and document that works to identify the region’s strengths and weaknesses and brings together a diverse set of partners to generate jobs, diversify the economy, and spur economic growth. As an Economic Development Administration (EDC) designated Economic Development District, the Bay-Lake Regional Planning Commission is responsible for developing and updating the region’s CEDS document.
The CEDS allows the region to maximize its economic development potential, as well as engage with the U.S. Economic Development Administration (EDA) and other federal partners to receive federal grant funding, such as EDA’s Public Works and Economic Adjustment Assistance programs.
The CEDS is a pre-requisite for federal designation as an EDD and must be updated at least every five years. The most recent CED for the region, 2022-2027 CEDS, was adopted by the Commission in 2023, and approved by EDA in 2024.

How Can I Engage with the CEDS?
Each year in late-spring to early-summer, the Bay-Lake RPC shares the Community Project Survey. The survey is designed to collect information on planned projects from across the region, which helps the Bay-Lake RPC to maintain a current understanding of local priorities and identify opportunities to support communities through funding resources and technical assistance. Projects submitted may also be included in the region’s Comprehensive Economic Development Strategy (CEDS), providing an additional tool or communities to strengthen grant applications and advance project development.
