Performance Targets
and Measures


A requirement of MPOs that was established in the “Moving Ahead for Progress in the 21st Century” Act (MAP-21) and continued in the “Fixing America’s Surface Transportation” (FAST) Act and Bipartisan Infrastructure Law (BIL) was the establishment and tracking of performance targets on a wide range of transportation measures.  The Commission has established performance targets in many areas.

Transit Asset Management (TAM) Performance Targets

The Commission worked with Shoreline Metro to establish a TAM plan (including TAM performance targets) for the transit operation.  Since Shoreline Metro is the only transit operator in the metropolitan planning area, the plan and performance targets also apply to the MPO. The Sheboygan Transit Commission approved the plan and targets for Shoreline Metro on December 17, 2024. The Sheboygan MPO Technical and Policy Advisory Committees recommended approval of the targets at their January 30, 2025 joint meeting, and the Commission approved these targets for the MPO at its meeting on January 31, 2025.

Highway Safety Improvement Program (HSIP) Performance Targets

The Commission worked with WisDOT staff to update HSIP performance targets for the Sheboygan Metropolitan Planning Area. Since four of the five targets being established were below statewide averages applied to the vehicle miles traveled (VMT) of the metropolitan planning area (as five year averages over the period from 2019 through 2023), the MPO decided to support the state targets as opposed to setting independent targets. The Sheboygan MPO Technical and Policy Advisory Committees recommended approval of supporting WisDOT’s statewide targets at their October 17, 2024, joint meeting, and the Commission approved support of WisDOT’s statewide targets for the MPO at a meeting of its Executive Committee on October 25, 2024.

PM2, PM3, and CMAQ Performance Targets

Other performance targets have been established in March 2025 in areas such as: pavement condition, bridge condition, and emission reductions associated with Congestion Mitigation and Air Quality (CMAQ) improvement program projects.  Pavement and bridge condition targets only apply to the National Highway System (NHS), with conditions on Interstate highways and other NHS highways typically reported separately.

Public Transportation Agency Safety Plan (PTASP) Performance Targets

The Commission worked with Shoreline Metro (the only transit operator in the Sheboygan Metropolitan Planning Area) extensively through much of 2024 to develop the PTASP and targets.  Shoreline Metro’s Safety Advisory Committee recomended approval  of the PTASP and Tragets Update on October 5, 2024. The Sheboygan Transit Commission approved the PTASP and targets for Shoreline Metro on December 17, 2024.  The PTASP has been submitted to staff in WisDOT’s Transit Section and to FTA Region 5. The Sheboygan MPO Technical and Policy Advisory Committees recommended approval of the PTASP and its targets at their joint meeting on January 30, 2025, and the Commission approved the PTASP and its targets for the MPO at its meeting on March 14, 2025.

Transportation System Performance Indicators Report

The Commission prepared the 2024 Transportation System Performance Indicators report in late 2024 and early 2025.  The Sheboygan MPO Technical and Policy Advisory Committees reviewed this report at their joint meeting on January 30, 2025.

In 2025, the Commission developed a dashboard to view performance measures from the Transportation System Performance Indicators Reports. The dashboard provides useful data to the Sheboygan MPA at-a-glance. The dashboard includes data from the 2023 and 2024 Transportation System Performance Indicators reports, and will continue to be updated as additional reports are published.
