Transportation Improvement Plan
The Transportation Improvement Plan (TIP) is a four-year listing of transit operating and capital, elderly and disabled transportation operating and capital, transportation enhancement, and street and highway improvements in the Sheboygan metropolitan planning area. All major projects receiving federal funding must be included in the TIP. Projects are solicited from jurisdictions in the metropolitan planning area and are incorporated into the TIP. The draft TIP is reviewed by the MPO Technical and Policy Advisory Committees and by private transportation providers, and the public is invited to offer comments on the projects. The TIP is forwarded to the Bay-Lake Regional Planning Commission for final approval. It should be noted that regionally significant transportation projects, regardless of funding source, need to be included in the TIP.

May Major and Minor Amendments to the 2025 – 2028 TIP
The Bay-Lake Regional Planning Commission approved the major and minor amendments to the Sheboygan Metropolitan Planning Area TIP: Calendar Years 2025 – 2028 on May 15, 2025. The public were given a chance to comment on the major amendment through a 15-day public comment period following a public hearing as a part of the Sheboygan MPO Technical and Policy Advisory Committees joint meeting on May 14, 2025 following the public hearing the committees recommended approval of the major and minor amendments to the 2025 – 2028 TIP. The amendments to the 2025 – 2028 TIP has been found to conform to the State Implementation Plan for Air Quality.

March Minor Amendments to the 2025 – 2028 TIP
The Bay-Lake Regional Planning Commission approved the minor amendments to the Sheboygan Metropolitan Planning Area TIP: Calendar Years 2025 – 2028 on March 15, 2025. The Sheboygan MPO Technical and Policy Advisory Committees recommended approval of the minor amendments to the 2025 – 2028 TIP at their joint meeting on March 6, 2025. The amendments to the 2025 – 2028 TIP has been found to conform to the State Implementation Plan for Air Quality.

Calendar Years 2025 – 2028
The Bay-Lake Regional Planning Commission approved the Sheboygan Metropolitan Planning Area TIP: Calendar Years 2025 – 2028 on October 25, 2024. The Sheboygan MPO Technical and Policy Advisory Committees recommended approval of the 2024 – 2027 TIP at their joint meeting on October 17, 2024. The 2025 – 2028 TIP has been found to conform to the State Implementation Plan for Air Quality.
