Bay-Lake Regional Planning Commission

The Bay-Lake Regional Planning Commission (Bay-Lake RPC) was designated the Metropolitan Planning Organization (MPO) for Sheboygan by Wisconsin Governor Dreyfus in 1982.

Federal law stipulates that transportation planning through an MPO is required for Metropolitan Planning Area (MPA) communities to receive federal transportation funding. The Sheboygan MPA is entirely within Sheboygan County and covers the Cities of Sheboygan and Sheboygan Falls, the Villages of Howards Grove and Kohler, the Town of Sheboygan, and portions of the Towns of Herman, Lima, Mosel, Sheboygan Falls, and Wilson.

The Bay-Lake RPC continues to urban transportation planning activities as the MPO for the Sheboygan Metropolitan Planning Area, with the assistance of local technical and policy advisory committees. The MPO program is funded by the Federal Highway Administration (FHWA), WisDOT, Sheboygan County (local match for non-transit planning activities), and the Sheboygan Parking and Transit Utility (local match for transit planning activities).

Projects associated with the Sheboygan MPO may include traffic forecasts, surveys, transit system plans, long and short-range multimodal transportation plans and programs, as well as transportation air quality conformity analysis.
