Bicycle and Pedstrian Planning
Bicycle and pedestrian planning encompasses the comprehensive process of designing, implementing, and managing infrastructure, policies, and programs that prioritize the safety, accessibility, and convenience of cyclists and pedestrians within urban, suburban, and rural environments. This entails considerations such as developing infrastructure like bike lanes, pedestrian crossings, and pathways, while integrating safety measures like traffic calming techniques and improved signage. Accessibility is emphasized to ensure that walking and cycling are viable options for people of all ages and abilities, including those with disabilities, while connectivity focuses on creating efficient networks that link key destinations.
Often bike and predestrian planning is considered a part of a whole active transportation system. Active transportation refers to any form of human-powered transportation, such as walking, cycling, other non-motorized vehicle transportation, or using a wheelchair, that prioritizes physical activity as a means of travel. It involves moving from one place to another by utilizing the body's own energy, rather than relying on motorized vehicles. Active transportation promotes physical health, reduces traffic congestion, and decreases environmental impact by minimizing carbon emissions and reliance on fossil fuels. It encompasses a range of activities, from daily commutes to recreational outings, and is integral to creating sustainable and healthy communities where individuals can easily access destinations while engaging in physical activity.
Bicycle and Pedestrian planning for the Sheboygan MPO is funded via a combination of Short- and Long-Range MPO funding as well as other specialized funding sources the MPO may be awarded. While maintaining a bike and pedestrian plan is not federally mandated, many federal grants and resources are provided to fund bike and pedestrian (active transportation) planning as well as project implementation. It has become standard practice for many Metropolitan Planning Organizations, Regional Planning Commissions, State DOT's, counties, and local municipalities to maintain some form of bike and pedestrian plans.
The 2024 Sheboygan Bicycle and Pedestrian Master Plan is being reviewd by a steering committee containing professionals and interested citizens and Bike and Ped Enthusiasts. The steering committee was approved at the Sheboygan MPO at it's March 7, 2024 TAC/PAC joint meeting.
